[solved]Secure Bootloader

Hi Everyone, Actually I am from India, and because of the new civil Aviation rules in here, Manufacturers and System Integrators have to design and Implement a Secure Bootloader so as to avoid firmware tampering.
while modifying the AP_Bootloader/bl_protocol.cpp in ArduPilot, the only problem which I am facing is the limitation of bootloader flash partition, which is limited to 16KB for fmuv3. which is being overflowed every time.

Can somebody please suggest, on how to extend the bootloader size limitation from 16Kb to at least 25Kb?
