Here+ RTK base with Here3, won't go into RTK mode

For anyone who still has the same problem. The problem probably is that the RTCM Data doesn’t get published. When QGroundControl shows 3D Lock the correction data is not received.

To enable RTCM you have to change the “UAVCAN_PUB_RTCM” Parameter in the UAVCAN Parameters of the PX4.
