Is there a special way to open and install the 60cm cable for the here3/3+ without destroying the antenna housing?

Or is splicing the cables the suggested method to extend the cable length?

There are locks around the casing. You need to insert something think push them to unlock.

So, the case is not glued together to seal out moisture?

@HDPilot the case is not glued. To open the case you need to use gently pry open the lid, recommended to start from near LEDs. Use non metalic soft tool, so as to not leave marks and cracks on the Lid.
